About Us

Proactive Securities was formed when three friends noticed a lack of training for the citizen worker in the area of active shooter/armed intruder incidents. We realized that our family members, who work in various career fields, had no idea how to respond if an active shooter entered their workplace. We felt that with our training and experience we could help those who may one day find themselves in an active shooter/armed intruder situation. The training we provide is designed to improve their chance of surviving an active shooter attack. Then, they can do the most important thing at the end of their work day… GO HOME ALIVE!

Bradley E. Hershey

BIO

Bradley Hershey is a Trainer and Consultant for Proactive Securities. Bradley was raised in Bedford County, PA and graduated from Bedford High School in 1991. Following graduation, Bradley attended Pennsylvania State University where he studied Criminal Justice. He later obtained a Masters Degree from Indiana University of Pennsylvania. Bradley enlisted in the United States Army Reserve where he served as an Infantry solder and later as a Military Policeman. He subsequently entered the police academy in Hershey, PA. He currently has over 20 years of law enforcement experience and has served in Bedford, Blair, Fayette, Franklin, Lehigh, and Northampton counties. He has held numerous command, supervisory and training positions. In 2005, he was selected to be a member of a specialized emergency response team. His supervisory assignments on this team currently consist of assistant team coordinator and team leader. Team members are responsible for responding to active shooter incidents, handling high risk warrant services, hostage situations, dignitary protection and barricaded gunmen incidents that occur within the Commonwealth of Pennsylvania. Team members are also responsible for providing training to other law enforcement agencies concerning law enforcement’s response to active shooter incidents.

Bradley has received training in active shooter recognition and response as well as training in Police Command. He has attended the National Tactical Officers Association (NTOA), SWAT Supervision and Command Decision Making training.  Bradley has attended the International Association of Chiefs of Police (IACP) and Leadership in Police Organizations trainings.  He has also attended the Penn State Justice and Safety Institute (JASI) and the Police Executive Development (POLEX) trainings.

Bradley lives in Bedford County with his wife Brandi and their daughter Alexis and son David. Bradley is a second generation law enforcement officer and was taught at a young age that public service is an important job, second only to being a good family man.

Jesse G. Moyer

BIO

Jesse Moyer is a Trainer and Consultant for Proactive Securities. Although Jesse moved around Pennsylvania as a child due to his father’s job with the railroad, when asked where he is from he always says Ashville, PA. With his father being away from home for work and being the oldest of three brothers, Jesse was taught at an early age to protect his family.

After high school Jesse went onto college at Indiana University of Pennsylvania, where he graduated in 1999 with a Bachelors of Arts in Psychology. Between his freshman and sophomore years of college he enlisted in the United States Army and spent the summer in Basic Training and Advanced Individual Training at Fort Leonardwood, Missouri. After six years in the Army Reserve, Jesse was called to active duty in 2003. He deployed to Iraq for 12 months.

Prior to 7 month police academy training, Jesse worked as a counselor in inner city Pittsburgh for five years. He also has experience working at a Residential Treatment Facility and a State Correctional Institution as a counselor. In 2005, Jesse graduated from the Police Academy earning the American Legion Award for the most outstanding cadet. Additionally, Jesse has experience as a Patrolman and Criminal Investigator. In 2009, Jesse was selected to be a member of the Special Emergency Response Team. SERT members are responsible for responding to active shooter incidents, handling high risk warrant services, hostage situations, dignitary protection details and barricaded gunmen incidents. From 2014-2017, Jesse was selected as the SERT West Coordinator and was responsible for the team’s overall function and safety.  In 2017, Jesse took a command position at a station in Centre Co, PA.

Between graduating college and his deployment to Iraq, Jesse met his wife. He has an amazingly supportive and loving family.

Thomas E. Reed

BIO

Thomas Reed is a Trainer and Consultant for Proactive Securities. He was enlisted in  the United States Air Force from 1989 to 1992. In October of 1992, he entered the Pennsylvania State Police Academy in Hershey, PA. Thomas dedicated 22 years to the Pennsylvania State Police before he retired in July 2014. Throughout the course of his law enforcement career he has held numerous supervisory and training positions. Thomas was a ten year member of a specialized emergency response team. His supervisory assignments while on the team consisted of assistant coordinator and team leader. Team members were responsible for responding to active  shooter incidents, handling high risk warrant services, hostage situations, and barricade  gunmen incident resolutions. As the team’s tactical commander he was responsible for handling a multitude of incidents ranging from security details for the President of the United States, site security assessments, active shooter instruction and scenario training for individuals from different agencies within the United States.

Thomas has received extensive training on active shooter recognition and response.   He acquired specialized training and certification from the National Tactical Officers Association (NTOA) as an Active Shooter Instructor. He also attended SWAT   Supervision and Command Decision Making Training. He has received training from New Mexico Tech in Identifying and Responding to Terrorist Bombing. He is a certified firearms instructor. He has been the lead instructor for workshops and training offered by the Pennsylvania State Police, FBI, NTOA, and Pennsylvania Tactical Officers Association.

Thomas is also a family man. He has four children; three daughters and a son. Family time is very important to him. He knows that family is the reason we work but more importantly he knows that coming home to family at the end of the work day is the best part of the day.
